The start of the 2017-18 Development Academy Season begins in September of 2017. The information on this page is intended to answer many questions referees might have regarding the season.

DA Referee Manual

The 2017-18 DA Referee Manual is posted at the bottom of this page as well as on There have not been too many changes since last season, except a rule against teams using cones to line the game field. In previous years, there were issues with clubs, mainly U12 games, using cones to line their fields, which is completely unacceptable and games will not be played if cones are used on the field. Referee Certification requirements have changed as well.

Other Important Information

To make sure you are well aware, U.S. Soccer has posted in our monthly Community Email an announcement about officiating Development Academy games. U.S. Soccer has put this out there to the referee world because there is a high demand in number of referees, especially with the number of Development Academy games increasing this season with the Girls’ DA beginning.

Under Law 12 - Cautions for Unsporting Behavior

There are different circumstances when a player must be cautioned for unsporting behavior including if a player:

  • Commits a foul which interferes with or stops a promising attack except where the referee awards a penalty kick for an offence which was an attempt to play the ball. Explanation: Removal of a caution (YC) for stopping a promising attack when a penalty kick is awarded for an offence which was an attempt to play the ball is consistent with a caution (YC), not a sending-off (RC) if the referee awards a penalty kick for a DOGSO offence which is an attempt to play the ball.

  • Denies an opponent an obvious goal scoring opportunity by an offence which was an attempt to play the ball and the referee awards a penalty kick. Explanation: As a DOGSO offence in the penalty area involving an attempt to play the ball is now punished with a caution (YC) and not a sending-off (RC) this offence is added to the list of cautionable (YC) offences.

Certification Requirements
1. NCSI Background Check
  • Note: This is different than the state association background check. It MUST be completed.

  • Required for all referees over the age of 18. If you are under the age of 18 you do not have to do the background check but you must still complete the SafeSport Online Training Course and the 2017-18 DA Quiz.

  • If you have completed a Background Check and SafeSport Online Training course through U.S. Soccer within the past few months, whether it was for the DA Showcase or Open Cup matches, you do not need to complete those two requirements again. However, you must complete the 2017-18 DA Quiz.

  • Required for ALL referees to complete, even those working U-12 games

  • Need to have an 80% or higher to pass

  • Everyone must complete the 2017-18 DA Quiz. This quiz is different from last season's quiz and must be completed before you can work any DA games.

The Background Check and SafeSport Online Training is good for 2 years, so if you have referees who have completed both requirements within the past few months, they do not have to complete it again. U.S. Soccer will be updating the list throughout the season with a list of eligible referees who have completed all three requirements.
